In Victoria’s rental market, minimum standards around window coverings continue to evolve, with a focus on both liveability and safety. From 29 March 2022, each window in a room likely to be used as a bedroom or living area was required to have a curtain or blind that renters could open and close to reasonably block light and provide reasonable privacy.
What changed from 1 December 2025
From 1 December 2025, updated requirements applied to corded internal window coverings in rental properties. In practical terms, cords must be secured so that a loose cord cannot form a loop of 220 mm or longer at a height below 1600 mm above floor level. This is the benchmark that drives how and where safety devices must be fitted.
Cleat vs cord guide
Most compliant set-ups relied on one of two devices. A cleat is used to wrap and secure cords and must be installed at least 1600 mm above floor level. A cord guide may be installed below 1600 mm, but only where it remains firmly attached under load and the cord is sufficiently tensioned so that a hazardous loop cannot form.
Installation basics that matter
Compliance is not just about having a device on the wall; it is about correct fixing and correct placement. The installation guidance emphasises following the manufacturer’s instructions, using the correct screws and the correct number of fixings, and ensuring the substrate is sound. It also recommended choosing steel or metal devices for existing cords where possible, as some plastics can become brittle over time.
Fixing methods to avoid
Some quick fixes are not considered acceptable because they do not provide adequate resistance. These include:
- Nails
- Staples
- Double or single-sided tape
- Adhesives
What owners and renters should do now
If your property has corded blinds or curtains, the safest approach is to check each room and ensure cords are secured properly and cannot form a hazardous loop below 1600 mm. When installing new window coverings, select compliant products and install the provided cord safety device exactly as instructed.
